Show running jobs' output live in the inspector (#72)

* feat(service): expose a running job's output on start

OnJobStart now carries LiveOutput, a reader of the run's web capture,
so the web UI can show output while the command runs. The capture is
created before the start event and shared by every repeater attempt;
LiveOutput is nil when exec log capture is disabled.

Match live output to recorded runs by start time so overlapping runs keep
their identity. Record completion before removing live state. Keep
selection inside the output because status polling can detach the
requesting button and drop its OOB update. User actions cancel live
polls, and log refreshes preserve the reader's scroll position.

* fix(web): keep a just-finished run visible in the inspector

The inspector read history before the runs in progress, so a run that
finished in between was in neither list and the panel opened on older
output. Read the runs in progress first and drop any that is already
recorded. Look up a finished run's output by its start time across all
retained executions, so with --log.exec-max-hist above 50 or 0 an older
run no longer shows as unavailable.
