feat: sync the current week's rota to Tamar from the calendar (#81)

When Check Tamar forwarding finds this week's "Forward Week N" missing or
different, its warning now offers Sync to Tamar. After a confirmation it
writes the current week through tamar/publish_huntgroup, the same path as
the Forwarding page's Publish button, then reads the group back and
compares again (POST trusted/v1/forwarding-sync). It reports success only
when the read-back matches.

The check now returns can_sync. It is true only when a sync would change
something and is possible: the group is missing or different, the week has
shifts and Tamar can publish. Nothing syncs on its own.
