Reproduce the non-Windows public-target failure using a fresh cache and isolated dependency fixtures. Register the configuration regression with CTest.

Skip non-Windows no-target paths before resolving public bindings. Keep required dependencies for portable tests and Windows XLL targets, with isolated configuration coverage for the workspace, standalone packages, and sibling target precedence.

* Verify standalone installed Excel builds in Windows CI

Cover tests OFF and ON with the current native-backend DAL installation and a real GTest package built with its MSVC runtime. Check XLL output, CTest discovery and execution, package origins, and both Excel runtime properties while retaining the existing backend matrix.
