* [+] add `AGENTS.md` with instructions for AI coding agents

AGENTS.md is a compact instruction file that AI coding agents (OpenCode,
Codex, Copilot, etc.) read at the start of a session. It covers build
prerequisites, test setup, architecture notes and contribution policy.

It should be updated with suitable instructions when one sees models
repeat the same mistakes, so future sessions avoid those pitfalls.

* Tell the agent about task proto

* [*] replace `.github/copilot-instructions.md` with `AGENTS.md`

Move the still-useful bits (run command, coverage, repo layout) into
`AGENTS.md` so there is a single instruction file for all agents.

* [*] trim `AGENTS.md` to non-discoverable rules, add `CLAUDE.md`

Keep only what an agent can't find via ls, --help or task --list, or
repeatedly gets wrong. Drop hardcoded versions, prefer task targets,
point to `AI_POLICY.md`. `CLAUDE.md` imports `AGENTS.md` for Claude Code.
