fix: guard mute handlers against missing muted_address in request body (#500)

When DELETE /v1/mutes (or POST /v1/mutes) is called without a
muted_address field, normalizeAddress(body.muted_address) receives
undefined and throws TypeError: Cannot read properties of undefined
(reading 'toLowerCase') before the EthAddress.validate() guard fires.

Add an explicit typeof string check before calling normalizeAddress in
both removeUserMuteHandler and addUserMuteHandler, throwing a 400
InvalidRequestError('muted_address is required') for absent or
non-string values.
