fix(act-http): contain a throwing onOverlayMiss and resync before reporting (#1695)

The eviction hook runs inside publish(), for a stream other than the one
being published, and before that stream's own fan_out. Unguarded, a host
hook that throws escapes publish() and takes two frames with it: the
evicted stream loses the resync that is the whole point of #1648, and the
publishing stream loses the frame for a version its cache entry already
claims. The publisher's clients self-heal on the next commit from the
version gap; the evicted stream's clients never do.

The sibling hook on the same options bag is already contained for exactly
this reason — fan_out wraps every subscriber so a bad consumer cannot
break the publisher. Apply the same rule to the observer, and fan the
resync out first so a host bug cannot cost the framework its own recovery
frame. Both miss sites now share one contained helper.

The doc-comment claimed the hook only fires when overlay() finds no
baseline and that subscribers receive nothing; both clauses stopped being
true when the hook moved onto the eviction path.
