fix(Calendar): year button in the years view and a named week-number column (#1510)

* fix(Calendar): year button in the years view and a named week-number column

In the years view the year button reopened the years view, so it did
nothing; it now goes back to the view that picks the date, and it is
disabled where the years view is that view (year selection).

The week-number column header was empty unless `weekNumbersLabel` was
set, so screen readers announced an unnamed column. Without the option
it now carries the locale's word for week, visually hidden.
`getWeekLabel` moves to util/calendar, and util/date-sections re-exports
it.

A spec checks that the navigation region survives a page turn, so the
new month is announced in it, and the calendar's stale `btn-sm` entry
leaves the CSS component check.

* fix(Calendar): focus the start of the month when the year button goes back

Going back from the years view focused the day the calendar date pointed
at, and in week selection it found no target at all, because rows, not
cells, take focus there. Focus now goes to the day, week, month or quarter
that holds the start of the month the panel showed.

* fix(Calendar): return focus from the years view in every panel and selection

Going back from the years view computed the target from the years page of
the panel, twelve years on for every later panel, so only the first panel
found the month it shows. The target now comes from the view being opened.
A disabled year button keeps its colour on hover. The accessibility
paragraph says when the focus moves and where it falls back, and the
migration guide lists the year button and the named week-number column.
