refactor: route Python and Excel APIs through dal-public (#465)

* Route Python and Excel bindings through the public facade

Expose shared calendar, interpolation, model, storage, and repository operations in dal-public so language adapters consume a single supported surface. Enforce the source and link boundary at CMake configure time, keep native observer instrumentation in test support, and verify installed-package consumers without sibling source headers.

* Disambiguate the cross-currency fixing handle declaration

Use brace initialization so Clang and MSVC construct the handle instead of parsing a function declaration. The binding passes a standalone Clang syntax check against the installed public headers.

* Load DAL registration contracts before the Windows SDK

The public value header exposes exception enums, including VOID. Load it before Windows.h defines its VOID macro, matching the existing Excel raw-test include convention.

* Align installed-consumer documentation with the public facade

Use the same public-only CMake example in both setup and API guides, document transitive runtime helper availability, and align the public header table columns.
