feat(progress): show the command each row is running, at the end of the line

Three gaps, one complaint: a row did not say what it was running.

**Layout.** `<name> <step> <elapsed> | <command>`. The command was between the
step and the clock, and it is the one field with no bound on its length - so the
elapsed time sat in a different column on every row and went off the end once a
command was long. Everything fixed-width now reads down a straight edge.

**Function steps.** `createStepContext` takes an `onCommand` and wraps the bound
`runBin` with it, so a row says `tsc -b <tsconfig>` while tsc is up and goes back
to `buildWithTsc()` when it returns - in a `finally`, or a step that spawns once
wears that command for the rest of its run. This is the common case: a function
step is the shape every shared config uses.

**`exec` and `ci`.** Neither set `currentCommand`. `exec`'s is the one command it
runs everywhere; `ci`'s is set inside `runStep`, which also keeps `wipe` out of it
since a wipe runs no command. `clean` still sets none - its `ts`/`glob` labels
already say what is happening.

Also: `resume()` no longer draws immediately. A command is usually seconds from
finishing when its panel comes down, and drawing at once put one spinner frame
between the recap and the result line that replaces it.
