write/goff: fix binding scope handling (#1000)

Match the behavior of LLVM:

- Use ESD_BSC_LIBRARY instead of ESD_BSC_MODULE for LD records
  with SymbolScope::Linkage.
- Use ESD_BSC_LIBRARY instead of ESD_BSC_IMPORT_EXPORT for ER/PR records
  with SymbolScope::Linkage.
- Don't set the binding scope for ED records. This field has no
  meaning for them.

This removes usage of ESD_BSC_MODULE in the writer.

Note that the base.o fixture does use ESD_BSC_MODULE, but it does not
appear to have been created by mainline LLVM.
