* feat: bind constructCell and gridDiskUnsafe in both packages

These were the only two h3api.h exports with no Go counterpart that
weren't a deliberate omission. Both are added to the cgo binding and to
x/h3go, keeping the two packages in exact API lockstep.

constructCell builds a cell from its resolution, base cell number and
child digits, rejecting digit sequences that fall in a pentagon's
deleted subsequence. Digits past the resolution are ignored and slots
past the end of the slice are filled with the center digit, which
matches the zero-padded fixed array C's own callers pass; upstream's
testConstructCell.c table relies on that, so its 25 cases are
transcribed verbatim as a parity test.

gridDiskUnsafe is a one-line delegation to gridDiskDistancesUnsafe in C,
so it adds no behaviour, but it is the only way to get the flat disk
from the fast traversal with pentagon distortion reported rather than
absorbed: GridDisk silently falls back, and GridDiskDistancesUnsafe
buckets by ring. In x/h3go it exposes the existing gridDiskUnsafeInto
helper. Three of its four siblings were already bound.

x/h3go keeps 100% statement coverage from its own tests.
