feat(fr): add hundredPairing option for 1100-1999 (dix-neuf cents) (#455)

French can count 1100-1999 in hundreds instead of "mille + hundreds": "onze cents" (1100), "quinze cent quinze" (1515), "dix-neuf cents" (1900). The form is limited to eleven through nineteen hundreds (no "dix cents", no "vingt-trois cents"), and "cent" keeps its usual agreement: plural when it ends the number, invariable when followed. Named hundredPairing to match en-US/en-CA's option for the same construction. Added to fr-FR and fr-BE; the bare fr alias picks it up through its re-export. Cardinal only, integer part only, like en-US.

Also clears the npm audit --audit-level=high failure in brace-expansion <=5.0.11 (plus moderate advisories in fast-uri, serialize-javascript, and markdownlint-cli2's js-yaml and markdown-it) with a lockfile-only `npm audit fix`.
