ci(release): mint the release token with client-id instead of the deprecated app-id (#452)

actions/create-github-app-token@v3 deprecates app-id and warns on every release run. Switch to client-id, read from the new RELEASE_BOT_CLIENT_ID secret; ci.yml's actionlint step ignores the two reports its stale metadata raises for exactly this action.
