build: add CMake presets

Add CMakePresets.json to conveniently integrate different build
configurations with IDE plugins and the command line. Static builds are
not covered.

GCC and Clang presets are provided in Debug, Release, and ASAN+UBSAN
variants:

  gcc_debug, gcc_release, gcc_debug_asan, gcc_release_asan,
  clang_debug, clang_release, clang_debug_asan, clang_release_asan

Every configure preset uses its own build directory,
build/${presetName}, so switching configurations does not reuse a
stale CMake cache. This matters because the compiler is selected
through the CC/CXX environment variables, which CMake honors only on
the first configure. Build presets compile in parallel.

Test presets mirror the project's own CTest invocation: a 600 second
timeout and up to three runs until the first pass.

Usage examples:

  cmake --preset gcc_debug
  cmake --build --preset gcc_debug
  cmake --workflow --preset gcc_debug

ASAN builds use FIBER_STACK_SIZE equal to 1280Kb, since CI builds use
this value.

ASAN builds also enable UBSan. The machine-friendly preset names keep
the "asan" suffix to match the CI naming convention, while the display
names and descriptions show "ASAN+UBSAN".

CMakeUserPresets.json is added to .gitignore, as it holds per-developer
local settings.

The lint workflow validates CMakePresets.json against the CMake 3.26
JSON schema, pinned to match cmakeMinimumRequired.
