Track elder, ministerial servant and pioneer on publishers (#412)

* Track elder, ministerial servant and pioneer on publishers

Adds the three privileges as booleans, editable in the publisher form
and ActiveAdmin and shown on the publisher page. Only brothers can be
elders or ministerial servants, and not both at once.

Closes #369

* Check elder and ministerial servant together only for brothers

A sister marked as both already gets an error on each field, so the
combined check added a second, identical error to ministerial_servant.
