Render enlarged alpha cursors with DrawIconEx instead of scaling up the pixels

When a colour cursor with an alpha channel has to be rendered bigger than its bitmap
(e.g. 'Make mouse pointer bigger' while the cursor couldn't be reloaded at that size),
the raw 32x32 pixels were scaled up with HighQualityBicubic, which looks blurry.
Like 2.x, let DrawIconEx render the cursor handle at the render size: for shared
(system) cursors Windows uses the best matching image of the cursor resource.
