fix(Calendar): open on the limit today falls outside of (#1471)

Without a calendarDate, startDate or endDate the calendar opened on today
even when minDate or maxDate excluded it: with maxDate 14.07 it opened on
September, no day in the grid could take the tab stop, and focus entered
a date picker's panel on the empty grid (measured in Chromium). It now
opens on the limit today falls outside of, and the tab stop lands on the
closest day that can be picked there.

- constrainDate() in util/calendar moves a date onto the limit it
  crosses; the React and Vue calendars use it as well.
- The limits are read before the view is picked.
- The calendar page says where the calendar opens and that disabledDates
  play no part in it.

dist/js/coreui.js grows by 152 B gzip (measured against v6-dev), 50 B
over its budget, so the budget goes up by 0.25 kB.
