Let file HTML overlays drive agterm and answer as selectors (#672)

* feat(html): run tagged page controls through the control dispatcher

A file page's data-agterm buttons and forms send a control request through
an agterm-owned script in its own content world, so they work with page
JavaScript off. ControlServer supplies the dispatch closure; the theme and
the adapter install as one script set so a theme change keeps both.

* feat(html): session.overlay.submit and page outcomes kept by page id

Every page open registers a pending outcome; submit records the value
before the page closes, and the model's release records dismissed for a
page still pending. Outcomes outlive the page and its session, bounded like
pick's retained results, and session.overlay.result --page reads them. The
open reply carries pageID and tree htmlOverlays nodes carry id.

* feat(html): build page requests with page-relative defaults in agtermCore

HtmlBridge decodes a page message into the socket's ControlRequest and fills
only what the page left out: its own session for untargeted session
commands, its window where nothing else addresses the request, and its pane
for its own overlay commands. Explicit targets, active, windows and batches
resolve as over the socket. Stream and after-reply commands are refused.
The invalid-request text moves to ControlWire so both paths share it.

* feat(html): page requests round-trip with replies, forms and agterm.request

The native handler resolves the page where it sits now, builds the request
through HtmlBridge with the page's window, session and pane, and answers
exactly once. The adapter turns form controls into typed arguments over
data-agterm-args, refuses a key with two values, and writes the reply or
error into data-agterm-into. A --js page gets agterm.request in its own world.
Frames are refused, URL pages get no bridge, and release unregisters the
handlers.
