fix(refget): return 416 for start > end on a linear sequence

The refget spec requires 416 Range Not Satisfiable when start > end on a
sequence that isn't circular, and 501 only for a circular one when
circular sub-sequences aren't supported. The route returned 501 for every
start > end. It now checks the resolved sequence against the known
circular accessions (the human mitochondrial references), since SeqRepo
records no topology.

Also update the inverted Range header test for the 400 the route has
returned since ab892504.
