fix: restore release manifests read by holoscan-cli 2.9.0-4.2.0

`holoscan package` in holoscan-cli 2.9.0 through 4.2.0 downloads its
artifact manifest at runtime from
refs/heads/main/releases/<cli-version>/artifacts[-cu12].json. The CLI
consolidation (eb60d1b) deleted releases/, so those versions fail with
"Not Found" unless --source is passed. #183 restored only 4.2.0 and
kept just the 4.2.0 entry in each file, which also made CLI 4.2.0
reject --sdk-version for earlier SDK releases.

Restore releases/ byte-for-byte from eb60d1b^, the last tree that had
it, and add a README explaining why the files must stay on main.

Each manifest was loaded with the ArtifactSources code from the
matching release tag: all 25 pass validation and contain the CLI's
own version.
