Fix: Align "holoscan install --dev" behavior to eagerly run prerequisite commands (#251)

* fix: build fresh Module dev hooks in container

Route standalone dev installs through the development container and build the Module when no hook is staged. Document the container and native workflows and cover fresh-scaffold dry runs.
