ETT-1616 Show only service users are registered for (#292)

* ETT-1616 Show only service users are registered for, not user type, role, and access in interface

- Expand `ServiceRole` class and use it as the single point of truth for all things role-related.
  - `ht_users` and `otis_registrations` still use the legacy values like 'ssdproxy'
- `HTUser` is responsible for deriving `usertype`, `role`, and `access` based on `ServiceRole`.
- Gracefully handle legacy roles like `staffsysadmin` in expired `ht_users` entries.
- Show abbreviated service role name in `ht_users` index view.
