chore(deps): align the Vite apps on Vite 8 and @vitejs/plugin-react 6 (#1327)

herald-client moves from Vite 6.4.3 and plugin-react 4.4.1, and the
gatekeeper and keymaster clients from plugin-react 5.1.1, so every Vite
app uses vite ^8.3.1 and @vitejs/plugin-react ^6.1.1 (the explorer via
#1324; react-wallet already did).
