* Create PyDev projects and configure the interpreter headlessly

An `--import-projects` entry may name its source folders, as
`DIRECTORY=FOLDER:FOLDER`, and a directory with no `.project` is then
created as a PyDev project with exactly those folders. They are never
guessed: without them the import fails, suggesting what the packaging
metadata declares, and `--source-folders-from-packaging` uses that
instead on request. Folders for a directory with committed metadata are
refused, and a failed creation deletes the metadata it wrote.

`--python-interpreter` makes an absolute Python executable the
workspace's default PyDev interpreter, the one committed metadata names
as `Default` without defining, so a fresh workspace needs no UI step.

* Make project creation repeatable and its cleanup complete

- Compare interpreters by path without resolving symbolic links, so a
  virtual environment is not taken for its base interpreter.
- Accept a creation entry whose folders match the metadata an earlier
  run wrote, and recreate a registration whose metadata was removed.
- Undo a creation on a runtime failure too, as when PyDev's pipenv
  lookup finds no interpreter.
- Refuse a directory as the interpreter.
- Read packaging metadata in any encoding, skip commented lines, find
  `where` anywhere in a `find_packages` call and every entry of a
  `where` list, and match Poetry's `from` only in an inline table.
