feat(pub): schedule tracks by kind over raw QUIC

Every subgroup went out at priority 128, so with moqtransport now passing priorities to quic-go every data stream still shared urgency 4, and only stream creation order separated anything. mlmpub now gives the catalog priority 0, audio and subtitles 64 and video 128, which moqtransport reduces to urgencies 2, 3 and 4 by their top two bits. When the link is short, the catalog goes first and audio and subtitles go ahead of video.

Both mlmpub and mlmrel use moqtransport.PublisherPriorityMapper. The default mapper spends the urgency levels on subscriber priority, which no subscriber here varies, so it would have ignored the new priorities. mlmrel keeps each object's priority when it re-emits the subgroup, so the ordering survives the hop.

A joining FETCH of the catalog is still scheduled at the default urgency: a FETCH response can mix priorities, so moqtransport schedules it on the request alone. WebTransport sessions are not scheduled at all until webtransport-go exposes stream priorities.

testconn streams now record SetPriority, and TestPublisherPriorities checks the urgency mlmpub and the relay give the catalog, audio, subtitle and video streams.
