ci(bot): pin agentic workflow models per task (#4831)

The compiled gh-aw lockfiles fell back to `claude-sonnet-4.6`, which is
no longer available to the `agentic-workflows` integrator. The same
failure is tracked in zwave-js/zwave-js#9263. This pins the model per
task instead:

| Workflow | Model |
| --- | --- |
| `answer-from-docs` (docs answer judge) | `claude-sonnet-5` |
| `classify-issue-repo` | `gpt-5.6-luna` |

The pin also applies to each workflow's threat-detection job, so no
default fallback remains. Pinned models can no longer be overridden via
the `GH_AW_MODEL_*_COPILOT` variables.

gh-aw moves from `v0.81.6` to `v0.83.2` in `gh-aw-compile-check.yml` and
`bot-workflows-update.yml`, since `v0.81.6` does not support the
top-level `model:` key. `v0.83.2` is the newest release with published
`github/gh-aw-actions` tags, and every action stays SHA-pinned.
