fix(ci): move :latest only for the newest stable release (#701)

* fix(ci): move :latest only for the newest stable release

operator-ci and agent-ci added the latest image tag on every tag push, so
a release candidate moved :latest to a prerelease for the whole RC cycle,
and a patch cut on an older release branch after a newer minor shipped
moved it backwards.

A tag push now adds latest only when it is the newest stable tag for its
component. The stable tag is found the way release.yml finds the previous
stable release: version-sorted component tags filtered to plain vX.Y.Z,
since version sort alone ranks v0.17.0-rc.1 above v0.17.0. Every tag push
still publishes its version and commit-SHA tags.

Drops the release-process caveat that documented this bug.

* fix(ci): decide whether to move :latest just before the push

compute-metadata decided whether a tag moves latest, but create-manifest
pushes much later. A slow run for an older tag could land after a newer
release, and re-running a failed create-manifest after a newer release
shipped reused the stale decision and moved latest back.

create-manifest now re-reads the tags and moves latest only if the ref
is the newest stable tag at that moment, copying the version's manifest
list so latest carries the same digest. compute-metadata no longer emits
latest at all.

Docs: the latest rule now says it is checked at publish time and does
not hold on release branches cut before it; the patch workflow says to
cherry-pick it first.
