Bundle `MultiProgramRunner`'s checkpoint/execution-control config into `CheckpointConfig` (#135) (#141)

* Add CheckpointConfig dataclass

Introduces the standalone checkpoint/execution-control config object for #135, following ParallelStrategy's own Serializable+@dataclass+__post_init__-validation precedent.
- 10 stored fields plus 2 derived read-only properties (item_checkpoint/shot_checkpoint), each computed from whether its directory field is set, replacing the old separate checkpoint/shot_checkpoint booleans and their now-structurally-impossible bijective validation rules.
- Coerces str directory arguments to Path and enforces the 3 remaining rules (resume requires item_checkpoint; keep_shot_results requires both).
- Adds a _get_encoding_attr override for Path->str encoding and a human-readable __str__.
- Adds tests/tools/test_checkpoint_config.py covering defaults, coercion, validation, __str__ output, and a serialization round-trip.

* Migrate `MultiProgramRunner` and its test suite to `CheckpointConfig`

Bundles `MultiProgramRunner`'s checkpoint/execution-control parameters into a single `CheckpointConfig` object, replacing its 12 flat constructor kwargs.

- `checkpoint`/`shot_checkpoint` become derived read-only properties (whether the corresponding directory is set) rather than separate flags that could disagree with their directory.
- `_from_decoded_attrs` gains a transitional shim so a not-yet-migrated subclass (fixed-signature or `**kwargs`-forwarding) still decodes correctly during this multi-stage migration.
- `EdesignRunner`/`NoiseSweepRunner`/`FaultInjectionRunner` gain a one-line internal change wrapping their own still-flat parameters into `CheckpointConfig` before forwarding; their own public signatures are unchanged.
- Migrates all `test_multiprogramrunner.py` call sites to the new API, redesigning or removing the handful of tests whose validation semantics are no longer expressible under `CheckpointConfig`.
