chore(tests): update tests to cover errors.As

Adds support for a new "as" field on an error definition in a *_test.yml file,
along with a mechanism for registering errors to test against.
To avoid cyclical imports, tests were updated to use the "black box" testing pattern
described in the "testing" package's documentation (i.e. I added the _test suffix to test file package names).

72 of 95 new or added lines in 5 files covered. (75.79%)
