feat: expose the remaining RPCs over REST and re-export ParseFile / GetFullSchemaType* at the top level (#602)

* feat(server): expose LoadSettingsFiles, GetSchemaTypeMappingUnderPath and ListMethod over REST

The route table registered 17 of the 20 KclService RPCs; add the
missing three, reusing the existing protorpc-over-HTTP plumbing.

BuiltinService.ListMethod goes through an interface assertion so the
handler degrades gracefully: libkcl v0.13.0 has no BuiltinService
registration and answers with an empty payload (verified against the
embedded darwin-arm64 dylib), in which case the endpoint returns an
empty method_name_list; newer libs take the typed path automatically.

Adds rest_server_test.go with end-to-end coverage of the new routes.

* feat: re-export ParseFile and the GetFullSchemaType* family at the top level

ParseFile and GetFullSchemaType/GetFullSchemaTypeMapping/
GetFullSchemaTypeMappingUnderPath were only reachable via pkg/parser
and pkg/kcl. Export them from the top-level kcl package with matching
signatures (plus Module and SchemaTypes aliases) so the top-level
surface covers the full 20-RPC API.

* fix(test): skip ExampleUpdateDependencies_execProgram on registry errors

ghcr.io rate-limits anonymous CI traffic, which causes the example's
log.Fatal to take down the whole kcl-lang.io/kcl-go test package and
fail PR CI. Convert it from an Example to a regular Test that calls
t.Skipf when UpdateDependencies or ExecProgram can't reach the
registry, while still asserting the "a: Hello World!" output when
network is available.
