Keep a Coveralls outage from blocking CI and releases

The 0.5.18 candidate's Test & Build failed twice only because coveralls.io returned HTTP 500 on upload, and CI OK requires the coverage job, so a third-party outage stopped the release (safely, before any tag). The coverage is still computed and uploaded; an upload failure no longer fails the job, and re-running it uploads the report later.
