Publish the crate from a clean checkout and add a recovery run for tags

The 0.5.17 tag's run published its GitHub release exactly as tested, but its
crate upload failed: the publish job downloaded the candidate manifest into
the checkout, so cargo refused to package a working tree with unknown files.
Re-running that job cannot help, since it reruns the tagged workflow. The
manifest now goes to the runner's temp directory, and the job packages a
clean checkout of the tag.

A manual run of the Deploy workflow on main with `publish: X.Y.Z` is now a
recovery run: it checks that tag through the API like its own run would
(signature, on main, version, Test & Build, candidate run) and publishes the
candidate's artifacts with main's workflow, for failures re-running cannot
fix or after GitHub's 30-day re-run limit, as long as the candidate
artifacts are kept (90 days). `just release-republish X.Y.Z` starts it; the
tag never moves.
