Add local Dex SSO to the dev docker-compose stack (#268)

Lets contributors sign in to `docker compose up` without a real OIDC tenant.

- New `dex` service (ghcr.io/dexidp/dex) with in-memory storage, a static
  `ex-local` client and three test users (dev/dex.yaml, password "password").
- `app` shares Dex's network namespace so the issuer http://localhost:5556/dex
  is the same URL for the browser and the app; app port 8500 is published on
  the dex service.
- OIDC_* default to the Dex values and can still be overridden via .env.
- .env is now optional (env_file required: false), so a fresh clone boots.
- README: document local sign-in and fix the app URL (8500).
