fix: decline files outside rootpath instead of raising during collection.

`should_register` compared every collected path via `Path.relative_to(rootpath)`,
which raises `ValueError` for a file outside the root (e.g. with `--rootdir`),
aborting collection whenever the plugin is installed. Such a path can never be
the configured tests path, so it is now declined.
