ci(ledger): run the Speculos scenario suite on every PR, and cache the device build (#8049)

Ledger Spec 5 of 7 - CI wiring for the Ledger tests from Specs 2-4.

### What changes

* **New workflow `.github/workflows/ledger_tests.yml`** ("Ledger
Tests"), job **`ledger speculos tests`**. Runs on
`pull_request`, `merge_group`, push to `development` (and `ci-*`), and
`workflow_dispatch`. One job, build and test:
  1. restore the device build cache
2. `./scripts/ledger_speculos.sh build nanosplus stax` (all four models
on `development`, see caching)
  3. save the cache (on `development` only)
4. stable toolchain, ubuntu deps, `Swatinem/rust-cache` for the
`comms_testing` host crate, prebuilt
     `cargo-nextest@0.9.78`, `cargo test --no-run` for the suite
5. `./scripts/ledger_speculos.sh test` with `MODELS="nanosplus stax"`,
`SEEDS="default alternate"`, 40 minute
     step timeout (60 minute job timeout)
6. `./scripts/ledger_speculos.sh down`, `if: always()` - saves the log
of any simulator still standing, then removes it
7. upload `target/speculos-junit/` as `junit-ledger-speculos` (`if:
always()`) and `target/speculos-logs/` as
     `speculos-logs` (`if: failure() || cancelled()`, 7 day retention)
8. an `event_file` job uploading `Event File`, and `Ledger Tests` added
to `publish_test_results_ci.yml`'s
`workflow_run` list - the same JUnit publication path as the cucumber
suite.
* **`ledger build tests` (ci.yml)** now builds through
`./scripts/ledger_speculos.sh build stax flex nanosplus nanox`
and restores the shared device build cache. This also gets it the
script's hardening it was missing: the builder
image is pinned by digest instead of the mutable `:5.3.10` tag, and it
runs as the runner's uid rather than root.
The uid change is load-bearing for the cache - a root-owned
`wallet/target` could not be read by `actions/cache`
  save or overwritten by a build on top of a restore.
* **`bors.toml` deleted** - see below.
