refactor(builtin,float): share the non-js round between native and wasm

`Double::round` and `Float::round` had byte-identical bodies in the native
file and the wasm file: only `trunc`/`ceil`/`floor` differ per backend, and
`round` is built from those. Move each into a single `*_nonjs.mbt` file
targeted at `not js`, keep one docstring, and document that zero, NaN,
infinities and integers pass through and `[-0.5, 0)` rounds to `-0.0`.

No behaviour or interface change.
