fix(builtin): correct Char::is_numeric ranges to Unicode 16.0 Nd/Nl/No

Six ranges in the is_numeric table were wider than the Unicode 16.0
general categories Nd, Nl and No, and one No range was missing:

- 07C0..07F9 also covered NKo letters, combining marks, symbols and
  punctuation (07CA..07F9); now 07C0..07C9.
- 2150..2189 also covered U+2183 (Lu) and U+2184 (Ll); split around them.
- 16D80..16E96 also covered unassigned 16D80..16E3F and Medefaidrin
  letters 16E40..16E7F; now 16E80..16E96.
- 1D2C0..1D2F3 also covered unassigned 1D2D4..1D2DF; split around them.
- 1EC71..1ECB4 also covered U+1ECAC (So) and U+1ECB0 (Sc); split.
- 1ED01..1ED3D also covered U+1ED2E (So); split.
- Meroitic Cursive numbers 109D2..109FF (No) were missing; added.

The flat reference copy in char/predicate_reference_test.mbt gets the
same corrections, and the doc comment now names the categories and the
Unicode version.
