Remove dead [Obsolete] annotations on legacy serialization members

The SERIALIZABLE constant is only defined for net4.x targets, so the
`#if NET8_0_OR_GREATER` guard around the [Obsolete] attribute on
GetObjectData() was never satisfied and the attribute was never applied.

The [Obsolete] attribute on the protected serialization constructors was
unconditional, which meant it only ever took effect on .NET Framework,
where formatter-based serialization is not deprecated. This emitted a
spurious CS0618 for any net4.x consumer subclassing these exceptions.

The #if SERIALIZABLE guards, [Serializable], [SecurityCritical] and the
members themselves are unchanged, so net4.x compatibility is preserved.
