- Reject non-terminal measurements when constructing a CheckedCircuit and in
  add_pauli_checks
- Validate uniform gate noise to [0, 3) and accept any real number
- Reject gate-wise Pauli labels with characters other than I, X, Y, Z
- Describe the uniform depolarizing channel accurately
- Fix broken cross-references and GateNoise alias rendering in the API docs
- Link release notes to their API entries
- Fix the stale notebook ignore path in tox.ini
- Require qiskit-ibm-runtime>=0.40 for the ibm_quantum_platform channel
