ci: merge passing Dependabot PRs and dispatch release-please (#14)

Adds `dependabot-merge.yml` (the same workflow as
[gh-runx#12](https://github.com/ronelliott/gh-runx/pull/12), which is
working there). Once CI passes on a Dependabot PR, it:
- skips major updates, which stay manual,
- waits for every required check, including CodeQL,
- squash-merges with a normal merge, so the `main` ruleset still
applies,
- then starts the workflows that a merge made with `GITHUB_TOKEN`
wouldn't trigger on its own.

It never checks out or runs code from the PR.

**snek-specific**
- Triggered when `Run Tests` completes.
- Adds a `workflow_dispatch` trigger to `release-please.yml` so the
merge workflow can start it.
- `Run Tests` is not started after a merge; the Coveralls upload only
runs on push to `main`, so it's skipped for Dependabot merges.
