fix(Calendar): write and read years below 1000 in four digits (#1456)

The strings the calendar and the pickers report for week, month, quarter
and year selection wrote the year without padding, and parseYearSmart
moved every year below 100 into the century ending fifty years from now,
however many digits it was written with. Picking May of year 26 in a
month picker reported "26-05", which reads back as May 2026, "26Q2" did
not parse at all, and "0026W05", "0099-12" or "12/31/0099" given as a
date became 2026 and 1999.

getDateBySelectionType now writes the year in at least four digits
("0026-05"), and parseYearSmart expands only a year written with one or
two digits, so "0026" is the year 26 while "26" is still 2026. Years
from 1000 on are written and read as before.
