fix(fabric): a ';' after USE <db> ends the statement

The USE reader skipped every ';' after the graph name, so
`USE neo4j; MATCH (n) RETURN count(n)` went on to look the database up
(DatabaseNotFound) where Neo4j and main answer with a SyntaxError. A
';' followed only by whitespace and comments still leaves a USE with no
clause ("Query cannot conclude with USE GRAPH"); a statement after it is
Neo4j's "Expected exactly one statement per query but got: <n>"
(verified on Neo4j 5.26 for 2 and 3 statements). A ';' in quoted text
is text. Tests on the parser, the executor, HTTP and Bolt.
