Commit Message

ci: run tests on pull requests (#11)

- Runs the test workflow on pull requests. Before this, it only ran on
pushes to `main`.
- Upgrades `actions/checkout` from v2 to v4 and `actions/setup-go` from
v2 to v5, and reads the Go version from `go.mod` instead of pinning
`^1.21`.
- Uploads coverage to Coveralls only on pushes to `main`. Dependabot PRs
can't see `COVERALLS_TOKEN`, so the upload would fail there and block
auto-merge.

Once this merges, the `test` job will be added as a required status
check in the `main` ruleset.
