test(cypher): cover every changed line of #746; no unreachable checks

- startsWithKeywords drops the operator-WITH check: it needs a word
  before the keyword, and a statement's first word has none.
- Registering an auto-commit statement can't fail, so its error isn't
  checked (only a terminated explicit transaction refuses a statement,
  and that one is registered first).
- Tests for a clause keyword first in an import list, the failure slot
  outside a statement, empty keywords, the keyword-set limit, and every
  value shape the access walk handles.
