Upgrade pip in the Python live test (#782)

The live test installs the packages of each case with ``pip --python``,
which pip supports only since 22.3. The pip bundled with Python 3.10 is
older, so the live test failed on such hosts.

We now install ``pip>=22.3`` in the shared virtual environment before
the dev dependencies. Pip leaves a satisfied requirement untouched, so
hosts with a recent pip see no change.
