Check before recovering a bump, and read wait settings one way

The unpushed-bump recovery pushed the pending commit before the
preflight ran, so a dirty tree, a bad setting, a failing signing setup
or a diverged main were only caught after the push. It now runs the full
preflight first, in a mode that tolerates exactly that one recognized
commit, and only then pushes.

The preflight parsed the wait settings as decimal while the gate used
them in bash arithmetic, where a leading zero means octal. Only
canonical numbers (0, or no leading zero, at most six digits) are
accepted now, so both read the same value.
