Release only the exact commit that passed CI

`just deploy` merged develop into main locally and tagged the result
before CI had seen it, pushed main and the tag non-atomically, ran a
full `cargo update` inside the release commit and staged it with
`git add .`, while the tag goes on to publish the crate irreversibly.

The deploy recipes now call scripts/release, which checks everything up
front (clean develop equal to origin, main can fast-forward, free tag,
gh authenticated, a real signing probe), pushes a bump commit that
changes only Cargo.toml and the package entry in Cargo.lock, waits for
the Test & Build run of that exact commit (following a re-run of failed
jobs), and then signs the tag on it and pushes it to main with the tag
in one atomic, fast-forward-only push. Rerunning a deploy finishes an
unreleased bump instead of bumping again, including a bump whose push
failed. The project-specific parts sit in one config block at the top.

Test & Build gains an aggregate "CI OK" job for branch protection, and
the Deploy workflow a guard job: an X.Y.Z tag only publishes the GitHub
release and the crate when its commit is on main and passed Test &
Build, while t-* tags only test and build. `just protect-branches`
applies the matching branch protection.
