feat: fill trait-impl and method gaps in Queue, Deque and SortedSet

- Queue: make its (previously private) `Eq` impl public and promote
  `equal`; add `Default`, `ToJson`, `@json.FromJson` and `to_array`.
  Queue wraps `@deque.Deque`, which already has all of these, and every
  other collection has `to_array`.
- Deque: add `Default` (Array, every map/set and PriorityQueue have it).
- mutable SortedSet: add `clear`, `ToJson` and `@json.FromJson`; the
  mutable SortedMap, the immutable SortedSet, HashSet and Set all have
  them.

Promotions follow AGENTS.md: `equal` promoted; `default`, `not_equal`,
`to_json`, `from_json` deprecated + `#doc(hidden)`.

Part of #4272.

Codex review (re-run after rebase onto main): "No blocking issues found. Checked the rebased representations, promotion policy, added doc comments, and sibling JSON formats and error paths. `clear` resets all SortedSet fields; Queue operations preserve logical order regardless of capacity or wraparound."
