feat(lazy_list): add the LazyList(xs) constructor

`LazyList` had no `T(xs)` constructor, unlike List, Vector and every
other collection. Add `LazyList::LazyList(ArrayView[A])`. It copies the
elements up front (every tail is already evaluated), so later changes
to the array behind the view do not show through; `from_iter` remains
the lazy entry point for streams.

Part of #4272.

Codex review: "Approved; no blocking issues found. The constructor
preserves order, handles empty input, and eagerly copies elements using
valid forced tails without violating memoization or concat invariants."
