docs: agents, issues: run the fixer first, and where a rule belongs

Corrects the standing instruction. It said to write up a finding; it now says
to run `putout . --fix` first, because putout is a worker and not an advisor -
here it regrouped the imports and did the blank-line whitespace in one command
after two wrong guesses by hand. Only then does an idea get filed.

Records where a rule goes: anything useful to any putout user is an upstream
idea, anything about this codebase goes in packages/plugin-putout-editor, which
is wired into the lint. Includes the two constraints that cost time - the
`plugins` array takes bare names, and putout's ast is babel's so a string is a
StringLiteral.

Marks press-modifier-case landed, with the six real instances it found, and
adds the finding that blocked a second rule: putout has no report-only type for
the normal runner, so an invariant with no safe automatic fix stays a comment.
